Use a flexible tape measure and light, fitted clothing.

Waist: Around natural waistline (crease when bending).
Hips: Around fullest part of hips or top of thighs.
Arm length: Base of neck to wrist, elbow slightly bent.
Inseam: Crotch to floor, no shoes.
